In June, the United Steelworkers’ Federation submitted an application to the US International Trade Commission and the US Department of Commerce for anti-dumping and countervailing investigations on Chinese cars and light truck tires exported to the United States.
This is the largest amount of trade remedy measures suffered by China's tire industry. Once the double-reverse case is established and a high tax rate of 60.15% and 25.73% is imposed, the products involved in China cannot be exported to the United States at all. It will affect nearly one million workers in China's tire rubber products industry, and the impact will be huge. Tire exports have been potentially affected.
Shen Jinrong, chairman of the tire export enterprise Zhongce Rubber Group, told reporters recently that the potential impact of the current double-reverse investigation has already appeared: "American customers' orders have begun to be affected because they are afraid of being traced back."
Chinese enterprise joint defense
However, Chinese companies are not sitting still. Shen Jinrong said: "The China Rubber Industry Association has organized many discussions. At the same time, the opinions and practices of Chinese tire companies are highly consistent. They believe that this practice is completely an abuse of trade protection measures. We also unite to the United States. The relevant departments negotiated and used a large amount of evidence to show that the double opposition is unreasonable."

In fact, this is not the first time that the United States has swept the trade sanctions to the Chinese tire industry. In September 2009, the United States imposed a three-year special safeguard measure on Chinese tires, and China’s tire exports to the US fell by more than 60%.
Mei Xinyu, a researcher at the International Trade and Economic Cooperation Research Institute of the Ministry of Commerce, said that during the period, the United States did not benefit: "The US tire industry has only added 1200 jobs. At the same time, American consumers have to spend more than $1.1 billion. The US retail industry also lost more than 3,700 jobs."
This time the United States may not succeed.
Mei Xinyu believes that the US-initiated tire double-reverse investigation may not succeed. Because the World Trade Organization just ruled this month, the US anti-dumping and countervailing measures against China's exports to the United States violated the WTO rules.
Therefore, he said: "In this context, this time the United States cannot be as demanding as before. We must be more active than before."
